On a green light, a driver forced their way into a congested intersection, got stuck inside it and blocked other vehicles. What violation is this?

Even on green, you must not enter an intersection with traffic signals if you are likely to stop inside it (past the stop line) and block other vehicles. Doing so is an intersection passage violation, not a signal violation, because the light was green. [Road Traffic Act, Art. 25(5)]
